Vogons

I am trying to register a little late for a class and am reminded of the brilliance, the brilliance, the brilliance of Douglas Adams who lets us know it's hard to get these things done "without an order signed, in triplicate, sent in, sent back, queried, lost, found, subjected to public enquiry, lost again, and finally buried in soft peat for three months and recycled as firelighters."

Working for patience and my best waitress voice...

There was a whole video game Douglas Adams made about this subject, called "Bureaucracy". I remember it fondly.
